New CIMA AML and financial sanctions rules take effect

CIMA's Rule on Effective Compliance Programme for the Prevention and Detection of Money Laundering, Terrorist Financing and Proliferation Financing, and its Rule on Compliance with Financial Sanctions and Targeted Financial Sanctions, take effect on Friday, 18 September 2026. Both were published on 20 July 2026 and apply to CIMA registered and licensed financial services providers.

The rule sets binding minimum standards for an AML/CFT/CPF compliance programme, including a documented governance framework, defined roles and lines of accountability, and a documented risk based approach. Requirements previously addressed through guidance become enforceable obligations.

Published alongside the AML rule following industry consultation, this rule sets binding requirements for sanctions and targeted financial sanctions compliance, including screening obligations. Both rules take effect 60 days after publication in the Gazette.
